First, preheat your oven to 350 degrees Fahrenheit. Then, spray a 13x9-inch glass baking dish with cooking spray. In a large bowl, combine the cooked chicken, chopped onion, green bell pepper, cream of chicken soup, cream of mushroom soup, diced tomatoes, chili powder, and garlic salt. Stir until well combined.
Next, layer one-third of the tortilla pieces in the bottom of the prepared baking dish. Top with one-third of the chicken mixture and 2/3 cup of the shredded cheddar cheese. Repeat layers twice, ending with the cheese.
Bake uncovered in the preheated oven for 32 to 35 minutes, or until the casserole is bubbly and the cheese is melted and golden brown. Let cool for a few minutes before serving.
